Job Posting: Project / Maintenance Manager

The primary functions of the WPHA project/maintenance manager is to carry out any assigned procurement functions, represent WPHA on site for any major capital improvements & major maintenance projects. Also, to carry out maintenance manager functions as assigned.

Essential Functions:

➢ To Conduct and properly document HUD mandated onsite interviews for all projects where the Davis Bacon wage determination applies, complete employee onsite interviews and review certified payrolls

➢ To Conduct and properly document HUD mandated reviews of certified payroll where the Maintenance wage rate determination applies

➢ Responsible for submitting HUD mandated Semi Annual Report of work subject to Davis Bacon & Maintenance wage rates

➢ To carry out Project Manager functions as assigned to include reporting, coordination and completion of projects on time within scope and within budget.

➢ Assist in resolving conflicts with contractors/vendors over project deliverables.

➢ Will conduct maintenance supervisor functions as assigned by the
Executive Director

➢ Responsible for all HUD/PHA procurement functions assigned

➢ Ensure that Public Housing properties ready for REAC inspection

➢ Ability to perform HQS inspections

➢ Perform other related duties as assigned

Qualifications:

Knowledge of REAC, UPCS and HQS inspections

Knowledge of HUD reporting requirements and procurement rules & regulations

Knowledge of Orange County code enforcement preferred

Knowledge based in construction management

Written, verbal and communication skills

Bachelor’s Degree in appropriate field of study or equivalent work experience
